Hence difficult to know what is the actual situation. Unless details like fbg, pp glucose levels & hba1c% and dosage of insulin, are mentioned it is difficult to give any suggestions. As regards the hair fall it can happen due to multiple reasons including uncontrolled glucose levels. Have you checked the thyroid levels? If not please do a thyroid function test and if tsh is high, then that needs to be corrected. You may use the oil that you have mentioned. I have no idea about its effects. Thanks.

Your diabetes is not controlled, can not maintain normal diet due yo financial issues and thinking of rosemary oil for hair growth. First contol your diabetes, get tsh test done to rule out thyroid hormone abnormality, if it is there then control it.
