Ideally fasting blood glucose shoukld be < 100 mg, PP 150 to 160 mg & HbA1c% < 6.8%. As regards high heart rate (tachycardia) the reasons can be many. Normal heart rate is between 60-100 beats per minute, 117 is simply a little high which can easily be due to your anxiety, fear, stress. 1) Stop being anxious, heart rate fluctuation is a normal healthy thing in response to physical activity, stres, anxiety, exercise etc and it does not means anything dangerous. 2) Since you are a diabetic, ensure that your sugar is well controlled, fasting <110, PP <160 & HBA1C <6.6-6.8 3) If you are above 40 then get an annual TMT, Echo, BP check and lipid profile done to ensure as a preventive package this will kepp you reassured. 4) You can ask your treating endocrinologist to prescribe some anti-anxiety medication if you still continue to remain anxious.
