As per your description about your father it seems a case of 'infection' as pain is accompanied by fever. Further you can go for a test of e-coli and b-coli. Since he can not walk so there must be nerve injury .physiotherapy for strengthening the muscles and reeducation of adl is must. You should consult a neuro- physiotherapist and a gp as soon as possible.

Anaesthesia given in back never touch the spinal cord because spinal cord end at very high level at L1. Pain may be due to needle which cause midline pain increase on forward bending. But this will never cause fever so if fever is there then rule out infective cause for knee surgery.
