I am aged 62, diabetic for 20 years, taking insulin 32 - 0 32 units. Still unable to control sugar level which is hovering around 270 & HBA1C +9. Is it because the body is unable to absorb the insulin.

No, it is because it the resistance against its action on the target cells. Please increase the dose of insulin gradually in consultation with your doctor. He may add medicines to reduce this resistance or some other medicine to reduce absorption of glucose from intestine or medicine to reduce reabsorption of glucose by the kidneys.
