There is no set rule for this. Just like in a cricket match while bowling, you would vary your speed of deliveries to get the wicket, similarly, to get maximum pleasure in sexual activity, you'd vary your activity - sometimes slow, sometimes fast, etc. It all depends upon the mood of both the partners.

Dear user. There is no specific rules. Masturbation always starts with slow and steady strokes and slowly increases speed and pick up spped.
