So I don't have adhd according to testing, but my doctor wants to prescribe me atomoxetine. I do have significant focus and memory issues, but the psychologist said it's because of stress and anxiety. Is my doctor making the right call?

You can have a psychological assessment with valid rating scales to confirm if you have adhd. Usually for adult adhd the patient themselves give the symptoms and the clinician has to confirm before treating. If in doubt, take a second opinion from an astute psychiatrist. Good luck.
