This is called ocd or obsessive-compulsive disorder. The obsession is a repeated thought pattern that is not productive and it leads to a repeated action behavior that is compulsive and also non-productive. The person will usually believe that if the behavior is repeated a certain number of times, the problem will disappear. In some people it can be quite crippling. So if it has not reached serious proportions take her to meet with a counselor to resolve the same. The ocd is founded on fear, and the compulsive behavior is magically believed to resolve the same. The counselor will help her identify the fear and help her deal with it in healthy and normal ways. She must be cooperative and very communicative for any success. The therapy may be for long-term and so she has to be patient and never drop out thinking that she is done with it. Let the counselor decide that with her. You must also involve her parents in all this. If the counselor thinks it is serious enough that medication is required, that person will send her to a psychiatrist. Whatever happens do not discontinue the therapy until she feels completely out of this problem. Her particular problem is a fear of infection: the fetish is about cleanliness and germs, which is in fact all over the place and cannot be completely eradicated except in very sterile surroundings. Our immune system can quite easily handle it but if she is stressed by the fear, she can in fact become infected due to lowered immunity, and will not know it or accept it anyway.
