Hi, do a routine urine examination and check your fasting and post prandial blood and urine sugar levels and revert back with the reports.

Frothy urine is not much significant. A routine urine exam will show any abnoramality. This is not related to bp disorder. However in view of doctor indicating border line bp in the past regular monitoring by your family doctor once in 15 dyas - 1 month is required. Dr. Will advise you further after multiple recording. Nothing much to worry.

What is your age. Do urine exam from some lab. The most obvious cause of foamy urine is the speed of urination. Sometimes, urine can also foam up when it's concentrated. Your urine is more concentrated if you haven't had much water to drink and you're dehydrated. Foamy urine can also indicate that you have too much of a protein, such as albumin, in your urine.
