My brother has been diagnosed as ncph (non-cirrhotic portal hypertension). Is this same as cirrhosis of liver?

In the absence of cirrhosis, a condition referred to as "noncirrhotic portal hypertension. The major causes are extra-hepatic portal vein obstruction and congenital hepatic fibrosis . Non-cirrhotic portal fibrosis is seen in adolescents and has a good outcome with endoscopic and surgical management.
