I took 0,3,7,28 from govt hospital. 1) on my second dose, I accidentally pinched/rubbed for 3 sec immediately after vaccination. 2) on my 3 dose, after 20, min of relieving vaccine I bathed and washed+ rubbed the bleb (caused by injection) with soap and water. Later I came to know rubbing should be avoided. 3) sometimes drank alcohol and smoked during my rabies course. Now I have dog scratch again after 3 months of relieving vaccine. Govt doc is not giving vaccine as its immunity last for 6 months. So all the incident mentioned above will effect my immunity. Do I require vaccine again?

As long as Doctor has given the injection in a proper manner, none of above will affect the immunity. Usually smoking and alcohol is to be avoided, because it may affect general immunity. After proper Post Exposure treatment immunity remains for 3-5 yeasr. About re exposure you have not mentioned about possibility of dog is rabied in second incidence. It is a category II bite. If dog is confirmed to be with Rabies, if dog cannot be followed for 10 days. Or never seen again being a stray dog, it is safer to take two injections with a gap of one week.
