Yes, scaling you do before or later does not matter. Important question is, what is causing you problem more than the other if you have pain, sensitivity, swelling, unbearable pain, so obvious you will want to get rid of that first. But if you feel you want to get rid of deposits first because you are having bleeding, you not liking the deposit, bad breath, etc. And that is more than the pain from tooth then definitely scaling. Everything depends on what is the complaint you have when you first visit and what is your priority. Doing both is important though.
