Is tooth filling safe for severely decayed tooth which is sensitive as well? I am not able to chew with this molar.

Hello, without an x-ray I can't say what to do with tooth. Even in case of deep caries filling is safe, sometimes root canal treatment might be required. Or if it can’t be restored then go for extraction. But I can't say a definite answer without x-ray.

S tooth filling is certainly safe. A major cause of tooth sensitivity is root exposure. Kindly consult a dentist in person for further suggestion. We need more investigations with clinical examination to decide upon treatment. You may need cleaning along with desensitizing procedures and / or artificial enamel filling and / or root canal treatment. Advance procedures can be done with laser too. You may consult me in person. Until then apply a desensitizing paste (sensodyne tooth paste) on the teeth. Wait for 10 to 15 min until you brush your teeth with the same paste. Applying it overnight will be better. Advance procedures can be done with laser.

The purpose of tooth filling is to fill up any kind of cavity. So yes filling is safe even for a severely decayed tooth. But if the cavity reaches the pulp chamber the treatment modality will change, at that moment root canal treatment is done.
