My right testis is big in size like 13 times bigger than in comparison to left one. What should I do? Please suggest!

If there is only increase in size, no pain, then most probably it is'hydrocele. It occurs due to collection of fluid in between coverings of testis. It can be treated very easily by a minor operation under local anaesthesia. It is better to be operated on healthy side also to avoid recurrence on healthy side. I advise you to go to a surgeon nearby for physical examination and confirmation of diagnosis and treatment accordingly. Take care.
