Dear friend, You may be having symptoms of Cervical Radiculopathy. It commonly occurs secondary to impingement of nerves at the cervical spine. Nerves get inflamed when they are impinged and it results in electric current like sensation along its distribution. So, it radiates in the distribution you mentioned and is often scary as it may simulate cardiac event. Similarly, if there is similar involvement of the nerves at the lower spine symptoms may spread to legs. To avoid these symptoms, you may need few need neuropathic pain relievers for some duration but most important is Physiotherapy (including paravertebral muscle strengthening exercises) and postural care which are utmost and of ultimate necessity. So need to attend your doctor who may examine you and guide you properly. Wish you all the best!
