When you engage in some interesting activity or in more important work then you don't find time for mobile and internet.
You will need to make rules for yourself to follow. Like time table. In which you should give dedicated time for the phone and internet so that you don't waste time after it in other times.

It is in your hand to reduce the usage. There are two types of work we do with mobile and internet. First is compulsory one and second is optional or casual surfing. You can do work and use for necessary work.
