No, don’t allow phone. Try to distract him. Play with him. Go to park. Encourage him to play outside with friends. Spend time with him. Encourage him to read. Buy good story books with colourful pick. Kids get attracted. Encourage him to draw n color. Start some hobby classes. Don’t give up. N don’t give mobile to him. Be strict in this issue

When you engage in some interesting activity or in more important work then you don't find time for mobile and internet.
You will need to make rules for yourself to follow. Like time table. In which you should give dedicated time for the phone and internet so that you don't waste time after it in other times.
