Yes supplements are good to use. Make sure that you buy it from a certified retailer. Take two scoops in the morning and two scoops after your workout.

it's not necessary to take whey protein because you can take protein by eating grams etc. Cheese, sprouts, green moong soyabeans etc. It will be better if you take boiled eggs green veg smoothy nuts cheese soyabeans sprouts etc. Whic gas no side effects. Our body produces everything you can go for test of protein, if it is less you can take the above mentioned hinges.

Whey or any other fat burner cannot reduce chest fat.
You cannot target an isolated body part by using a specific food item.
You need to work on overall weight loss and toning of the body.
Also whey or any other protein supplement is to be included in your diet only if your needs are high ie if your exercise intensity is good. Just taking a supplement randomly will not help.
