First of all, it should be excluded whether you have got any heart (e.g. Ischaemic heart disease) or lung (e.g. Chronic bronchitis) problem. If any such is present then treatment of that condition should improve your walking/running. If your heart and lungs are ok then high blood sugar itself can limit your exercise capabilities, and blood sugar should be controlled. And last but not the least, cigarette smoking is notorious to invite many problems, especially of lungs and quitting smoking will improve your exercise tolerance much, though may not be immediately, but in the long run.
