I cannot get up early no matter how I set alarms or think that I have to get up. Is it health related? If yes please tell me what to do.

It is not a Physical problems. It is your mind which control it. You need continuous self counseling to get rid of this.

You have to fix your mind to wake up early no matter what happens and keep your alarm at least 10 steps far away from you. So that you will not off the alarm immediately and again sleep. Make a habit of doing regular exercise in the evening for at least 1 hour go to sleep early have a cup of warm milk before sleep. Avoid using mobile while on bed. Hope it will help you.
