From birth my baby boy scrotum is bulky but doctor didn't told anything about it, after 2 month we thought to discuss again with our pedestrian, now he said that he is suffering from bilateral congenital communicating hydrocele. And suggests immediate surgery.

Having some fluid around testis is not abnormal. Sometimes with time that fluid gets absorbed. If fluid continues in abnormal quantity around testis, then surgery is advisable. The urgency of surgery is desired more in case of a congenital hernia.
