I'm 28 year old male, there is something above my right testicle that feels like flesh and when I pull it it moves on top of the testicle. I touched and it feels like flesh but only inside and is soft. I'm not sure what it is and i'm scared. I also have slight pain when I touch the testicle at the bottom.

Hello- you might be having a spermatocele. It happens when a cyst grows in the epididymis, a tube in each of your testicles that contains fluid and unused sperm. It doesn't cause any pain, but you can feel a spermatocele as a tiny, firm lump underneath the skin of the scrotum. Spermatoceles are harmless and can't become cancerous.
