The purpose of tooth filling is to fill up any kind of cavity. So yes filling is safe even for a severely decayed tooth. But if the cavity reaches the pulp chamber the treatment modality will change, at that moment root canal treatment is done.

Hi first get an iopa x-ray of decayed teeth done if decay is deep go for RCT followed by crown and if decay in not below dentin go for composite filling
