You are young and have normal weight absolutely .You should not have tummy fat unless you sit down in the wrong posture for many hours in a day and eat foods which cause bloating and have fat accumulation around the belly. Erratic eating might also cause it. Try to have small and frequent meals, plenty of water during the day, exercise for 45 mins on a regular basis.
