Normally these two symptoms are no connected with each other as headache is a separate entity in itself, and if you have regular headaches, then it is wise to get yourself evaluated by a neurophysician. For your localized shoulder pain, you can start with gentle anti inflammatory medication which suits you, physical therapy with modalities initially till your pain is there, and then maybe you can switch to strengthening exercises, take adequate calcium and vitamin d supplementation, give rest to your affected shoulder for few days.
