First of all, this condition is most likely not normal. Difference between two arms upto 10 mmhg is tolerable, and even 20 mmhg according to some studies. But in your case difference is significant to raise a concern. It might be due to peripheral artery disease or some other arterial diseases. But diagnosis can't be made without some important tests. So my advice to you would be to visit a very good doctor in your city, so that thorough evaluation of your condition can be done and diagnosis can be made. Hope this helps.
