Dear Mr. lybrate-user, the white layer on your cap is called ceramic. It has metal as inside layer covered by ceramic on top. This kind of cap is called pfm cap. The gray color you are seeing is the inside metal layer. There could be many reasons for the ceramic layer to chip off. Permanent solution for this will be replacing the cap with new one.
