We have very tiny cells in out inner ears, one they get damaged, they do not re-grow. For example, if I lost my index finger, no medication or surgery will re grow it. Bright side is your sister has 40% residual hearing, please do not delay for Hearing aid fitting so you can avoid further deprivation. Try with some customized hearing aids (CIC or IIC or RIC) which are less visible. Your audiologist will can guide if these kind of hearing aid will help or not. Always visit a Qualified Audiologist and Avoid non-professionals' Hearing aid shops. Good luck.
