D & C done then ssg done again procedure completed but tubes are blocked but now HSG done while procedure there instrument can not go through cervix but she try again then gone inside. So my question is why my cervix always close or they can't open easily. And does sperm goes inside cervix if this problem have or not. How periods come.

You need not worry about cervix, even with such cervix sperms can go in. Any couple desirous of pregnancy and not getting same naturally must meet Gynecologist or infertility specialist accepting facts that it needs many reports and different trials of treatment. Means couple must have patience and go to one in whom they have trust to stick for long time.
