Hello. Change your habit of biting of lips. Use some good moisturizer for lips, particularly after bathing as shops can dry the lips. Natural products like coconut oil will be good. Exfoliate gently. As far as possible limit use of cosmetics, like lipsticks or lip balm etc. Drink lots of water. Take healthy diet.
