Mr Bharat, First thing is TSH levels must be between 3 to 4 milli units/ ml, then only the treatment is considered effective, or else dose may have to be increased. Unless hypothyroidism is under good control there is no way to reduce over weight. If TSH levels are normal, then exercise and restricted diet can help her to reduce fat. She should join a gym and do exercise under professional instructions.

to lose weight eat healthy and exercise daily. Eat 3 fruits daily. Salads and soups should be part of your routine. Drink 3 liters of water daily to keep your metabolism high. Have a light dinner. 1. Eat well – Take a balanced Diet comprising of 45% carbohydrate, 30% protein and 25% protein, plenty of green leafy vegetables, fruits. Don’t over eat. "As" per your clinical history is concerned please follow like this -:
1) Do a clinical examination by your treating Doctor Endocrinologist and as per your test report discuss synthetic thyroid hormone levothyroxine and take it regularly, start from 50 mcg and measure TSH every 3 months and adjust the dose.

There are some food described as goitrogenic like soy, cruciferous vegetables, gluten but in my openion you should not worry if you take them in moderation.
