between the two, neurobion forte has more b12. The other option is becosule forte. However, it is unlikely that any of these would benefit you as the dose is very less. A much higher dose or injections would be better.
Moreover, it is important to find the cause. Have you done the ifab test? Is there a reason established for the deficiency? Without correcting the cause, it will not be of much use to simply supplement with b12.

No matter extent of deficiency, b vitamins are water soluble and are invariantly removed from urine at high doses, so taking b vitamins more than recommended daily allowance is of no actual benefit.

Absorption of some vitamins are decreased in case of capsules and some people aren't able to absorb vitamin b12 at all. If that's the case then your current doctor is right in advising injections only - you should trust his clinical judgement. But there are tests to determine if the absorption is a problem.
