Weakness might not be only b12 deficiency, but could be a plethora of problems.
However, since the concern is about b12 let me explain, vit b12 deficiency is a common presentation in patients who have a strict vegetarian diet.
Also gastrointestinal problems causing decreased b12 absorption can cause b12 deficiency. Its deficiency can cause neuropathy and anaemia.

Yes you can take vitamin b12 oral also. There are numerous brands availabke. Injections are for people who have very low haemoglobin.

And medical treatment or tests done in the past. 98 is below normal it is better you consult md physician for proper management of b12 deficiency, which in vegans requires almost permanent medication. Follow up vit b12 testing is necessary periodically to confirm that vit b12 medication was adequate. If reading is normal and neurological problem which you are trying to refer remains, then other causes if any for that will have to be explored by consulting a physician.
