Diabetes mellitus is occurring either due to lack of Insulin or resistance to insulin action or both. This is seen in T2 DM. In T1 there is no insulin secretion at all from Beta cells of Islets of Langerhans in pancreas.
Since Insulin is required for metabolism of carbs, fats and proteins daily, it has to be made available every day.

Diabetic neuropathy caused by diabetes and nondiabetic neropathy caused by some other reasons like deficiency of certain vitamins, infectins,trauma etc.
Nerve conduction test is needed to diagnose any neuropathy.
