First of all, this condition is most likely not normal. Difference between two arms upto 10 mmhg is tolerable, and even 20 mmhg according to some studies. Usually in most cases, the difference is not more than +/- 5 to10 mm Hg but it entirely depends on the apparatus being used and whether the cuff is tied appropriately or not.

No any tab good or bad.
The tablet which suits you n your bp is maintained is good for you.
Only tab heardly work you have to control your diet, change lifestyle, add excercise simplest is brick walk 40 min, five days a week.
Listen every tablet have some or more side effects, so you can't change every medicine two months or so.
Better to consult your doctor, because your treating doctor must know which tab you have stop, or switch on.

Right time to take if second medicine is at 3.00 pm.

It is not good to switch between 2 classes of drugs. Moreover any drug will take a few days to fully have its effect. A dose adjustment of the same drug is better if required. If the drugs have been recently started please keep a daily chart so dose can be modified accordingly. Do reach out with more details.

I feel your interpretation of the doctors advice is a bit wayward. It was supposed to decrease the salt intake, not to stop from using in normal amounts. Stop eating extra salt, chips, pickles and junk food that has extra salt. I donot see the need to decrease the salt intake in you regular daily meals.
