If your skin hole size is alright then frenuloplasty will help.
If hole is small go for circumcision.
It is not necessary to cut whole skin, it may be just adequate so that you can retract your skin freely.

An acute case of phimosis may create problems for the person when he would want to pass urine or to perform sex, as this action may either be restricted or become troublesome. Retrograde ejaculation occurs when semen enters the bladder instead of emerging through the penis during orgasm. Although you still reach sexual climax, you might ejaculate very little or no semen. This is sometimes called a dry orgasm. Retrograde ejaculation isn't harmful, but it can cause male infertility. It needs a treatment for recovery.
