If your skin hole size is alright then frenuloplasty will help.
If hole is small go for circumcision.
It is not necessary to cut whole skin, it may be just adequate so that you can retract your skin freely.

Retrograde ejaculation occurs when semen enters the bladder instead of emerging through the penis during orgasm. Although you still reach sexual climax, you might ejaculate very little or no semen. This is sometimes called a dry orgasm. Retrograde ejaculation isn't harmful, but it can cause male infertility. It needs a treatment for recovery.

thanks for trusting us with your health concern, normally the foreskin should move or slide over head of penis, if you find it difficult consult a general surgeon you may need a short course of antibiotics plus pain killers, or small cut.
