My wife's clinical report shows T3 as 72 ng/dl, T4 as 8.5 ug/dl and TSH as 7.21 uIU/ml. Do she requires medication?

Yes she does. Thyroid hormones (t3/t4) are considered master hormones. If the thyroid gland is functioning low then t3 t4 levels drop, and then the brain (pituitary gland) signals the thyroid gland to up its production by secreting increased levels of tsh which is thyroid secreting hormone. And that is why she needs treatment - either thyroid supplements which will make up for the thyroid hormones deficiencies or medicines as in homeopathy that can stimulate the thyroid gland to regain its function.
