If rabies virus can pass through mucous membranes, then why doctors/physicians don't prescribe vaccinations in cases like, someone's hand got licked by cat/dog & after that, he/she ate food with that same unwashed hands?

The pet dogs/cats are always vaccinated against major diseases time to time right after they are born. Most of the times the pets are vaccinated and raised upto a certain age before they are kept for sale. That is why Rabies vaccines are not recommended to the owner until and unless they bite the owner or any human being and the bite marks could be seen on the victim's body, then those persons are needed to get vaccinated five times as on the mentioned dates written over the vaccination card.
