My mother ct scan report is finding are suggestive of fibrosis changes along with bronchiectasis in the anterior and posterior segment of the left upper lobe possibly siquale of previous infective etiology. Is it serious issue? She's suffering from shortness of breath. Please tell is it serious issue? She's around 48.

Yes it is a worrisome issue, though no surgery is needed. It should be managed medically. The bronchiectasis is associated with increased risk of infection. You should get on medication.
