Giddiness in the elderly population can be due several reasons. Ringing in the ears can be due to age-related deafness. Ringing in the ears & giddiness can be found concurrently in certain conditions like Meniere's disease, labyrinthitis, acoustic neuroma etc. She will need to get an audiogram done & if necessary an MRI of the brain. Please consult an ENT surgeon for the same.

You will need to consult an ENT specialist in your area so that basic work up including an audiogram can be carried out and some treatment suggested. i would suggest you do not delay since giddiness at 83 years can lead to a fall which would cause more serious problems. regards
