I'm 19 years old. My foreskin when erect retracts on the inside ie. The tip of the foreskin rolls inside. And when I try to pull it back to normal then it doesn't happen it's actually half folded.

It's not unusual. It's called phimosis. If not taken care of, it can increase your long term risks. The good news is you can likely fix it yourself. Put a finger from both hands in the foreskin opening, and gently pull in opposite directions. Do it for 15 minutes a day. In 6 to 8 weeks, you will likely be able to retract. If not, go to the doctor and get a prescription for betamethsone cream. Combined with daily stretching, it takes care of most of the stubborn cases in 6 to 8 weeks. If the doctor suggests circumcision, walk out, and find another one.
