There can be two causes of the foreskin not retracting. One is that the opening at the tip of the foreskin is so tight that it just won?t stretch enough to allow the full glans to pass through. The other is adhesion in which a patch of the inside of the foreskin is physically stuck to a patch of glans. You should be able to figure out which is your situation without causing pain. If the foreskin is too tight, there are stretching exercises that will enlarge the opening. Your primary care physician can instruct you and can provide a steroid cream that will make the foreskin more pliable and therefore make the stretching more effective. For adhesion, your primary care physician will probably refer you to a urologist who will likely perform a minor office procedure to separate the foreskin from the glans (not a circumcision) and provide an ointment to be used until healing is complete so that it does not re-adhere.
