yes.Phimosis, if present since birth, is purely a surgical condition. But if it develops in later age due to any inflammation/infection then there are many homeopathic medicines like Merc. Iod. Sulphur, acid-nit, Jacaranda, Cinnabaris, Hepar-sulph, Can notharis, Thuja etc which can help such cases. For treatment let me know since when do you have this condition?
