My baby's complexion turned dark when she was given bath with bore well water. The moment we used filtered water her complexion was fair again. Right now I am at my native place n we r giving her bath with RO water n her complexion seems to improve. But when she will turn 6 months old I am supposed to back to Bangalore where d source water is bore well. I am really worried it might affect her complexion again. So is bore well water safe? Or shall I use filtered water for bathing my baby?

There is no relation of borewell water or ro water to skin colour. Please concentrate on her nutrition rather than her skin colour on which you have no control. Skin colour is genetic and cannot be changed with filtered water.
