One of testicle is loose than other one. Is any surgery is required to get it back to normal position like other one? Will is this problem leads to less sperm production?

If the size of the testes are normal then the length of the spermatic cord (hanging of the testis) is not a factor for any sperm production. You can get a scrotal Ultrasound scan to confirm the normalcy of the testis.
