Both are good choices. My preference is for telmisartan single drug treatment for young person
what other care are you taking for high bp? Tests, diet etc. Maybe take an online consult if you want more details and thorough opinion.

No if your bp is less then 140/90 stop medicines and try
exercise daily for 45 minutes a day
brisk walk daily at a speed not less then 5.1 km /hr daily for 15 minutes
eat low salt food
add fibres to you diet reduce your weight
don't take ghee or butter use saffola or olive oil instead.

The blood glucose levels mentioned are fairly high, suggesting diabetes is uncontrolled. It is clear that present medication is not really helping, there is a need for up gradation of treatment. Measure BP once every month on fixed date after resting for ten minutes. If it is high, rest for 5 mins more and recheck. Ambulatory BP machines are also helpful for white coat patients. You can get 24 hrs ambulatory BP every 9 months or so,
