If you have low T, I would address it in a comprehensive manner and try and improve the levels through nutrient supplementation and optimizing metabolic parameters.

Take Epsom Salt bath and soak you calf daily at night and morning for twenty minutes in warm Epsom salt water.
The pain will be gone.
For better results: Preferably take daily Vit D3 Cholecalciferol tablets in Sublingual form of 10000 IU Take Magnesium Chloride Transdermal daily 500 mg
Take Potassium rich foods.

brown rice is safer than white rice.
take in moderation.
avoid foods with Nightshade category like Potatoes, black pepper, cayanne pepper, okra, sugar and refine carbohydrates.

Take good amount of Curcumin/turmeric, Omega 3, Vit D3, Magnesium Chloride Transdermal oil, ginger , avocado, regular three servings of fresh fruits.

VSL#3 Medical Probiotics Supplements ,one to two tab daily.

Avoid Milk and Dairy Products, only Yogurts allowed.

In order to increase Testosterone levels I would initially undertake a detailed evaluation of hormonal and metabolic parameters and then treat appropriately. If there is no satisfactory increase in Testo levels or symptoms in 3 to 6 months I would consider Testosterone Replacement Therapy (TRT) through Transdermal bioidentical Testosterone cream after detailed discussion on the pros and con of TRT for someone of your age.
The levels of sex hormones can be measure through blood test.
