Both have almost same combination and composition, but the quantity differs in syrup and drops.
Ie) if a vitamin is 2 mg in syrup, it will be 0.5 mg in drops.
Drops is recommended for birds and pups.

For cold, use steam inhalation. For cough levosalbutamol syrup 5ml twice daily. If you have sore throat, do warm concentrated salt water gargle. Provided you have sputum/phlegm production, antibiotic needs to be commenced.
