I am 28 male and never worried about my foreskin from childhood. I have very rarely able to pull it off the glance. But it will just come up till glans, and then it sticks. Part of the foreskin is still connected to the glans, which I am too feared to break the connection. I saw my doctor (general surgeon) in my hometown and he said its not phimosis, clean it daily and practice up and down, it will be alright. But I am unable to do so. Now I am in Delhi. Which doctor I need to see? Like Physician or Urologist?
