They are the fine muscles of the eye that are twitching. Juts apply some castor oil or almond oil with your finger tips and gently massage the area around your eye. And then wash away with some Luke warm water. Do this once or twice a day. As the blood flow Around your eyes improve .the flickering will also stop.
