If you still have residual paresis of facial muscles after 4 years of onset of confirmed bells palsy, its unlikely to improve further. But at the time you should be sure that it was bells palsy and there is not any lesion inside brain responsible for facial nerve palsy.

Firstly let me explain to you what Bell's Palsy is. Its a one - sided paralysis of the face, due to inflammation leading to swelling and compression of the facial nerve, which supplies that part of the face.
